Program Manager

Reports To: Vice President, GID

The REACT PM oversees the rapid recruitment, deployment, and ongoing support of U.S. citizens embedded within to the Organization for Security and Cooperation in Europe (OSCE) to advance the democratization, human rights, and rule of law objectives of the Department of State (DoS).

The PM is the PAE authorized representative for the contractual, technical, and administrative performance of all services required for the REACT contract. From the offices of the United States Mission to the OSCE in Vienna, Austria, the PM manages a support team (based at PAE’s Headquarters in Virginia) and annually directs and supports approximately 100 full-time experts and 250 part-time volunteers deployed to OSCE missions in 16 countries across Eastern Europe, Southeastern Europe, Central Asia, and the Caucasus.

THIS POSITION IS BASED IN VIENNA, AUSTRIA.

DUTIES:

  • Directs all phases of contract implementation from inception through completion, including staff management and financial performance.

  • Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

  • Remotely manages a project management team as well as dedicated corporate functional support assets.

  • Coordinates expert recruitment, establishment of salaries, secondee deployment, logistical and administrative support, and expert repatriation.

  • Oversees the recruitment and deployment of approximately 30 experts and 250 volunteers per year; currently provides ongoing support of 100 full-time experts deployed to 16 countries.

  • Conducts site visits to OSCE field missions and PAE headquarters as needed.

  • Responsible for the financial health of the program; ensures accuracy of financial records, and timely preparation and payment of invoices, funding modifications, and regular and ad hoc financial reports.

  • Ensures efficient subcontractor performance, including IT support and any travel vendor.

  • Regularly serves as a recruiting officer for field-based positions.

  • Leads with integrity and performs with excellence to guarantee the successful implementation of all technical, financial, and administrative requirements of the contract.

  • Plans, directs, and controls the overall management and operational functions specified within the contract, including contractual and administrative questions.

  • Establishes and maintains effective relationships with the DoS and OSCE with the twin goals of advancing DoS policies and OSCE programmatic objectives.

  • Identifies and implements continuous process improvements to gain efficiencies.

  • Assists in business development activities.

QUALIFICATIONS:

  • U.S. citizenship and security clearance eligibility.

  • Human rights, rule of law, democratization.

  • Oral and written fluency in English.

  • Demonstrated analytical skills and report writing experience. Knowledge of OSCE guiding principles and commitments.

  • Proficiency in Microsoft office Suite, including Word, Excel PowerPoint and Outlook.

REQUIRED :

  • Education: Master’s Degree or advanced certification/training in a relevant field of expertise.

  • Experience: A minimum of 10 years of relevant, project management work experience supporting similar programs.

  • At least five years’ political affairs experience working with international organizations or governments, preferably in an OSCE context.

  • Security Vetting: Must hold and maintain Secret security clearance.

  • Citizenship: U.S. Citizenship is required for this position .

  • Medical: Favorable passage of a drug screen and physical examination.

PREFERRED:

  • Direct OSCE experience.

  • Russian or Serbian language fluency.

  • Current active Secret clearance.
