This position is with the Department of Energy (DOE), National Nuclear Security Administration (NNSA), International Operations organization. The incumbent serves as a Foreign Affairs Specialist at the U.S. Mission to International Organizations (UNVIE) in Vienna, Austria. The incumbent represents the Secretary of Energy and DOE in matters related to the safe and secure use of nuclear energy, nuclear security, and nuclear non-proliferation in support of UNVIE.

As a Foreign Affairs Specialist you will:

  • Represent the Secretary of Energy and the Department of Energy (DOE) in matters related to the safe and secure use of nuclear energy, nuclear security, and nuclear non-proliferation in support of UNVIE.
  • Support DOE and NNSA civil nuclear energy safety and security goals by providing continuing contact with international organizations and other nations in order to remain abreast of current and prospective energy and economic related issues, concerns, and developments.
  • Support primarily programmatic efforts of the Office of Nuclear Energy and other NNSA and DOE program offices.
  • Identify opportunities for collaboration between the DOE and NNSA and other nation(s), by resolving problems or issues from technical, policy, and procedural perspectives, and by providing authoritative advice and reviewing and evaluating proposals and issues of a highly complex nature requiring extensive negotiations.
  • Explain and advocate DOE and NNSA positions within the Embassy community, as well as discuss and negotiate USG, DOE, and NNSA positions with senior International Atomic Energy Agency (IAEA) officials in areas of civil nuclear energy development and safety, securing nuclear materials, halting the growing accumulation of fissile materials resulting from military and civilian nuclear programs, and support programmatic initiatives.
  • Facilitate DOE and national laboratory participation in official visits/meetings with IAEA officials and other officials represented in Vienna. Provide authoritative support to significant numbers of world class scientific, technical, and subject matter experts on TDY from DOE HQ and the U.S national laboratories and to Congressional delegations.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band or grade level in the Federal service. i.e., NQ/NN-02, EN-00 or GS-11. Specialized experience for this position is defined as: E*xperienceapplying foreign affairs practices, polies and procedures, building relationships with foreign governments and counterparts, implementing foreign policy and participating in negotiations with foreign governments. This experience must have included a focus on nuclear energy, safety and security; and nuclear nonproliferation.*

The following are examples of specialized experience:

  1. Engage in discussions (in coordination with UNVIE leadership) with officials of IAEA Departments of Nuclear Energy, Nuclear Science and Applications, etc., to communicate U.S. government, DOE, and/or NNSA policy positions and to assist coordination of joint DOE-IAEA nuclear energy cooperative initiatives and programs.
  2. Manage bilateral meeting arrangements and prepare meeting information memoranda/briefing packages for both the UNVIE senior leadership and for visiting U.S. government, DOE and/or NNSA senior officials (including officials from U.S. national laboratories).
  3. Represent DOE and NNSA at local meetings or conferences involving IAEA policy bodies or IAEA-led multilateral forums, and act as interlocutor for UNVIE and for U.S. government, DOE, and NNSA. Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. DO NOT write "see resume" in your application!

  4. Broad professional knowledge of international relations and foreign affairs of the Government, including relevant U.S. foreign policies and Government-to-Government agreements and other arrangements between the U.S. and international partners sufficient to implement the operation and implementation of DOE and NNSA policies, procedures and systems pertaining to the operation of DOE international offices.

  5. Broad knowledge and state-of-the-art understanding of program analysis as it relates to civil nuclear activities, nuclear safety, and overall program management to develop new program analysis procedures or policy initiatives and engage in the appraisal of policy and technical information and evaluation from the standpoint of future strategic efforts.
  6. Broad knowledge of nuclear energy policy, development and safety; energy security, and diplomatic practice sufficient to resolve problems or issues from technical, policy, and procedural perspectives.
  7. Ability to build high-level governmental and international contacts in the nonproliferation and nuclear sectors and conduct negotiations.
  8. Ability to communicate effectively orally; experience and skill briefing government policymakers and delegations, and senior business and/or non-governmental organization decision makers. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must have one of the following: *Basic Requirements*:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.


Combination of education and experience -- courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.


Experience -- four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.** EDUCATION:
